How to preserve file date stamp when using XP to UNzip

Does anyone know how to use XP unzipping utility in such a way that it
preserves the file date/tine stamps?

In my experience (and stranger, it may be "intermittent"), it seems that
it assign TODAY"S date stamp to the dearchived files.

I say "intermittent" in that, id memory serves, it seems that at random
tines (circumstances unknown), some compressed zip files render their
contained files with their original production dated.

Need to send WM_HSCROLL to a window in XP from another app. Sending it to the window under the cursor via PostMessage works for some apps, but not all. I upgraded to xp recently and am having trouble opening up some workbooks in excel. The workbooks open up fine if I open up excel first, then search and open the file. Excel 2000 Crashes loading excel Xp or 2003 files
My daughter has a worksheet constructed at school using a slightly later version of excel, when we try to open the file in excel 2000 it causes an error Excel has caused an error in Excel.exe.
