Compact OE - but not used?

Several people I know who do not use Outlook Express keep getting messages
when they boot their computer to Compact Outlook Express messages. They
don't do it, not knowing what the message is for or about.
How can they stop this message from appearing since they don't useOE?

After XP SP3 install repeated prompts to compact Outlook Express (OE).

Starting with XP SP2, you get the prompt to compact after 100 closings
of OE and every one thereafter until you compact. SP3 changes the way
the compact count gets incremented. With SP2, only closing the main
program caused the count to get incremented. But with SP3, if the main
OE program is closed, every time a DBX, EML or NWS file is accessed by
an OE component, the count gets incremented. This includes double
clicking an EML file or sending an e-mail from another program (if OE is
the default for either) or a number of indexing programs such as Windows
Desktop Search or Nero Scout.

In the latter case, telling the indexing programs to stop indexing DBX,
EML and
NWS files will stop the problem.

Nero Scout program (NMIndexStoreSvr)
If you don't have the documentation, you can get it here:
ftp://ftp6.nero.com/user_guides/nero8/scout/NeroScout_Enu.pdf
There is an option to exclude selected file types from Indexing. Be
sure to add
..DBX;.EML;.NWS;
to the list so that it doesn't try indexing OE files.

Windows Desktop Search
Control Panel, INDEXING OPTIONS, click MODIFY and clear the check box
for Outlook Express

In the case of sending e-mail via OE from another program or double
clicking EML files to open in OE, having the main OE program open will
stop the count from being incremented.

In the case of other programs, you need to track down what is accessing
the OE files. This could include your anti-virus scanning e-mail or an
anti-spam program.

Hmm, I wasn't aware the counter depended on indexing; I don't understand
completely, but thanks anyway for that bit of information!

See this June 2008 discussion about this WinXP SP3-specific problem:
http://groups.google.com/group/microsoft.public.outlookexpress.general/browse_frm/thread/fcd35fbfa457fd6f

For reference, here's a current list of items known to cause this behavior
(which is NOT being seen by the vast majority of OE users) in "most often
seen" order

   Nero plug-in(s) including Nero Scout*;
   Windows (Desktop) Search is installed
     [FIX: Uninstall the application or CONTROL PANEL | INDEXING OPTIONS |
MODIFY | Clear the check box for Outlook Express files (i.e., EML, NWS, &
DBX files)];
   IBM Rapid Access keyboard (driver) RAKDLL.DLL;
   Various & sundry anti-virus applications (including Norton);
   Various & sundry anti-spyware applications;
   Various & sundry third-party firewalls;
   Any/all of the above running when WinXP SP3 was installed;
   Disk defragmentation, need for;
   Using Visual Basic DoCmd.SendObject command to create an email;
   Using any number third-party applications (e.g., accounting software;
FileMaker 6) to send emails by via Outlook Express;
   MailWasher; and/or
   Programatically opening EML files while OE is closed (e.g., creating a
New Message via Address Book).

I told a couple of people to compact and see what happens. As I thought, it
compacted in a couple of seconds since they don't ever use OE. Now we'll
have to see how long before they get the prompt again.
Interesting information here - thanks.
