How can i make outlook emails "NON RECOVERABLE" after deleting?
It is really important to find a way, i do not want anyone accessing my 
computer to recover my emails that i have deleted.

You can try compacting your PST file after you empty the Deleted Items file. 
That should throw a reasonable roadblock in front of those trying to recover 
your items.

To permanently delete an item:
- Use Shift+Del to delete an item.
- Delete the item from the Deleted Items folder.

This only changes the record in the .pst database file to "Deleted".
Outlook will not display delete-marked records but they still exist in
the database.  To remove delete-marked items in the .pst database file,
manually compact it.  This physically purges the deleted records from
the file.

Remember that you may have backups which will contain the old e-mails.
There are also backups on the server which may be used to restore your
account (in the case of a company's e-mail setup) or simply to restore
an e-mail system that crashes (in the case of an online e-mail
provider).  E-mails that you received can be deleted by you but you
can't delete the sender's copy or the backups on the servers.

If you don't want anyone reading your e-mails (outside of the sender),
you should start requiring the senders to use the public half of your
e-mail certificate to encrypt their e-mails that they send to you.

If you don't want any of your data falling into the hands of a thief or
hacker that gains physical access to your host, look into using either
file encryption, container encryption, or whole-disk encryption.
