Some users can't email mail-enabled public folder

I've had a problem that recently started somehow.  Environment is
clustered Exchange 2003 SP2 running on Windows 2003 Enterprise SP1.
Outlook 2003 SP2 clients.

I have a mail enabled public folder.  Internal and external users were
at one point able to email the folders.  Recently, some internal
(including myself, enterprise admin) and external users have been
unable to email just these specific folders.  The users in question can
still email all other public folders.  Also, other users can email the
public folders that are  having trouble.  It appears that only specific
users are having trouble with specific folders.  For troubleshooting,
I've set default, anonymous, and all users set for Owner permissions,
but no change.

The error message returned is a 4.4.7 :

But the messages never arrive in the destination, and the users don't
receive a subsquent NDR.  The users are able to post directly to the
folder, they just cant email.

Attaching Contacts to new email
Creating a new email. When contacts folder has "shared" contacts and "personal" contacts how can you set your personal contacts as the default? Example: creating a new email having never addressed the "send to" contact before, you hit the "To" button. Some Emails Cannot be Delivered
I have a problem that I cannot put a handle on with my exchange server. Some outbound messages do not reach their destination. The problem happens with certain destinations. However the confusing part is that some messages are able to make it through. outlook 97 and express email problems
Hi, I am currently on an IBM X21 laptop and is running windows 98 se with office 97 pro. I recently experienced some problems with outlook (illegal operations etc) and reinstalled office to fix the problem but since then I have not been able to send or recieve emails with outlook 97 and outlook express 6. Having problem with spoofing email
Our users just received multiple email from different users outside the company. In the To: line, it shows his user name correctly but when he print those email, the To: line was showing somebody else name on the print out. Is there a way to block this behavior? I'm using E2k3. Users ability to Manage Groups
When a users goes to the properties of a distribution group in outlook, they are able to use the modify members option, however as far as i can tell they don't have permissions to do this in AD. Does anyone have any ideas as to how to narrow down what is allowing this or how to disallow this ability? After installing the CRM Outlook Client, when opening an email and selecting REPLY, the current windows looses focus. I know this sounds minor but many of our power users are in the habit of hitting REPLY and typing without even looking at the screen. I have a user called small conference room that is used to schedule meetings on its calendar. I would like to link the calendar from our intranet site to the calendar with a UNC path.
