Running defrag with eseutil.exe on Exchange 5.5

I've got a private information store (priv.edb) in Exchange 5.5 that has
reached 16GB in size and the information store will not start. From reading
Knowledgebase articles I understand that the store has reached its maximum
size. I've run eseutil.exe /d /ispriv on the information store and here's
whats happening:

1. On the first pass, the information store's size decreased by 170MB. I
used Exchange administrator to identify the mailboxes that were using space
and I started having those users move their email messages to a PST file. We
moved about 1 - 2 GB of email messages but the store increased in size back
to the 16GB limit while we were doing it.

2. I thought that I could run the eseutil.exe /d /ispriv again to remove
the white space created by removing the email messages. The size was reduced
but by less than the original run. I did not have any users log in, I started
the information store and tried to run a backup thinking that this would flag
messages that were deleted as removable and I would run eseutil.exe /d
/ispriv again to see if the white space was removed. But, while the backup
was running, the database size again increased to the 16 GB limit and the
information store stopped running.

3. I was able to get the information store running long enough to go into
Exchange administrator and change the retention policy on the accounts that
moved their email to pst files. I change some to 0 days retention and others
to 1 day retention. Previously all email accounts were using the information
stores setting of 5 days retention.

4. I am now running eseutil.exe /d /ispriv again hoping that the store will
decrease in size. But I am monitoring the progress against the tempdfrg.edb
database that is being created to replace priv.edb and it looks as if this
will not work.

Can anyone give me any suggestions on what to do? So far I have identified
some of my options but I would like to avoid all if possible:

Option 1: Try to delete some user accounts and rerun the eseutil.exe /d
/ispriv again

Option 2: Install another instance of Exchange 5.5 on another server and
move some of the mailboxes and run two Exchange servers(I'm not sure that
this is feasable - would love input)

Option 3: Upgrade to the Enterprise Edition of Exchange 5.5 - But I do not
have a license and am not sure how to obtain one (again, would love input on
this option)

Option 4: Upgrade to a newer version of Exchange and move the users accounts

I'm in a time crunch (typical) and don't feel that these option can get me
up and running very fast - does anyone have any other options, suggestions,
or advice.

Thank you in advance,

Darren Clark

Implement this registry hack, which will give you an extra gigabyte above
the 16GB to help you deal with your problem.
http://support.microsoft.com/default.aspx?scid=kb;en-us;813051

Stop the MTA while doing your maintenance to stop incoming mail from
increasing your store size while you try to reduce it. You're going to have
to delete stuff from people's mailboxes. Remember that if you have deleted
item recovery enabled, the deletions must expire and then online store
maintenance must run before you can reclaim the space.

You should upgrade to Exchange 2003, whose Standard Edition allows you a
75GB store now. Enterprise offers you more flexibility, like the ability to
create multiple stores, that should justify its extra cost.

when reply getting old exchange server 5.5 GAL addresses
We upgraded to Exchange 2003 Server in a new domain from Exchange 5.5 on an NT 4 domain. Okay, I get it that the users may be constructing messages that don't conform to the RFC (muliple recipients in the TO field, using the wrong delimiter to separate recipients, etc).
