Restrict users from inbound and outbound Internet mail

Hello:

Currently we are on Exchange 5.5 SP4 and my manager asked me to restrict 
certain users from both sending and receiving Internet e-mail. I did the 
following to satisfy her request:

1) A new distribution list named "Restrict Internet E-mail" was created.
2) The Exchange IMS was configured to reject messages from members of 
"Restrict Internet E-mail."
3) The IMS was restarted for the change to take effect.
4) For the restricted users, remove their SMTP addresses.

That was the best solution that I could come up with right away. Is there a 
more efficient way to end up with the same result?

My other concern is what will happen when we upgrade to Exchange 2003. I 
know that I can put the same type of restriction on the outbound SMTP 
connector, but do I have to modify the registry as described in 
http://support.microsoft.com/default.aspx?scid=kb;en-us;277872? The first 
sentence under Symptoms states: "After you configure the delivery 
restrictions on a connector by using Microsoft Exchange 2000 Server or 
Microsoft Exchange Server 2003, the restriction settings may not be 
applied." Notice the "MAY NOT BE APPLIED" part. Do I just implement the 
restriction and then wait to see if it works or not before making the 
registry change?

Also, in my test lab, Exchange 2003 doesn't allow me to remove the SMTP 
addresses, so what can I do to prevent users from receiving Internet e-mail? 
I don't think I can do what is suggested in 
http://support.microsoft.com/default.aspx?scid=kb;en-us;827616 because we 
have some non-Exchange-based applications that send e-mails to users, so 
doing that would prevent the user from getting e-mails from those 
applications.

Cannot open Excel attachment from e-mail when Excel is already ope
This is driving me crazy. If I already have Excel open (with or with out a spreadsheet open) I cannot open an Excel spreadsheet attached to an e-mail. Mysterious e-mails
i keep getting e-mails that look and appear that they have come from people either in my phone book or in some cases from people that have ligitimately e-mailed me or that I have e-mailed. Mail will not Send/Receive automatically

Outlook Mail via a PROXY SERVER?
If I am using a shared Internet service on a second computer using a PROXY server on the host (first) computer. I can access the net using the PROXY settings on the Internet explorer. However, how do I download mail with OUTLOOK 2000? Hello, For each of my users inbox I have exchange mark mail with the SCL and move anything over my threshold into their junk mail folder. This works pretty well and eliminates nearly all of the spam we get. I have not thus far managed to work out how to get this working for mail enabled public folders. WLM Beta Junk Mail Filter
The junk mail filters has stopped filtering mail. The address shows in the list of blocked addresses but the mail is not filtered. The filter worked fine in WLM but I don't think it has worked since I loaded the Beta. Where exactly are you looking when you say the address is the same as the one in your Blocked Senders? Can't re-enter a previously deleted User ID
We changed the spelling of a User ID (applewicks to appelwicks) and then deleted it (since he couldn't remember his password and the button for password was greyed out so we couldn't change it.) Mail Merge Not Responding
I am having trouble print merging a large file in publisher. Every time I start the merge it hangs and I get a "publisher not responding" error. I was able to do the merge in Pub 2003 before I installed SP3. I had the same problem with SP2 but I was able to reinstall publisher and it worked fine.
