Public Folder Email Looping

We have a number of Mail Enabled Public Folders that we have server alerts 
sent to. The public folder then forwards the alert to Blackberry mailboxes. I 
had an issue where a users Blackberry mailbox was down and when a message was 
forwarded to him from the PF it began a loop that wouldn't stop. 

1) The Public Folder forwards the message out.

2) It gets rejected by Blackberry and sends a non-delivery back to the PF.

3) The Public folder then continues to forward the non-delivery message to 
the Blackberry account.

4) continued loop has started

Is there any way to prevent this from happening?

stop the forwarding rule on the public folder, or change the rule to forward
the alert elsewhere...

Is the message being rejected because it was already received? Have you 
tried temporarily removing the user from forwarding?

Reply emails are blank?
We are using Exchange 2003 SP1, not sure what version the other party is using but it is some version of Exchange. Problem: the remote user sends one of my users an email. BadMail Folder #5
I recently installed Exchange Server 2003. I notice that my BadMail folder is filling up with all kinds of rejected mail from other servers that was supposedly sent from my domain, but it wasn't.
