Public folder administration issue(s)

I just started working in an environment which has the following issue(s). The overall problem is that I can't administer permissions on Public Folders in a Exchange 2000 environment. The public folders are accessible for viewing and adding items, et

Characteristics are as follows
From Outlook clients, no permissions tab is available when right-clicking on a public folder and selecting properties
In ESM when in the Folders container under the Administrative Group I try to expand the Public Folders folder and receive the following error
"The connection was refused. Ensure that your HTTP virtual servers are all started and check that the WWW service is runnin

I receive the same error message when I go to Servers -> Storage Group -> Public Information Store -> Public Folders and right-click on a Public Folder and try to open Properties

The WWW service is running but the Exchange Virtual Server is stopped.
Is my solution as simple as starting the Exchange Virtual Server. I tried to recreate this problem in a lab environment by stopping the Exchange Virtual Server on a Exchange 2000 server and I didn't experience the same issues

Hypothetically speaking would starting the Exchange Virtual Server expose my public and private info stores to the outside world if port 80 was opened

can't.  Enable the Virtual Server and block port 80 at the firewall.

IIS and Exchange are integrated...  This is just one example.

Thanks for the advice.
Starting the Exchange Virtual Server - and the Default Web Site - and changing the port used by the Default Web Site back to 80, re-established Administrative access to the Public Folders. However, Outlook clients still don't have a Permissions tab when looking at the Properties of a Public Folder and if I attempt to browse http://<servername>/public I receive incomplete output; the page displays a "Folders" and "Shortcuts" tabs on the left but under that is what looks like VB code. For example:

Update Folder
idTreeMenu.hide
();MenuSelect
("Refresh");Open
idTreeMenu.hide

etc.

Down below there is a message "Error on page"...no kidding!

Also at the top of the page there are what appear to be image placeholders (a box inside of a box with a red X in the middle)

open folder
Whenever I start Outlook 2000, one of the sub-folders always opens up expanded, all the others are closed. The program starts with the inbox selected which is as I want it, but how do I get this particular sub-folder to start up closed? Outlook doesn't seem to remember the current setting when I close it. VPN and Public folders access

employee contribution for Worker's Compensation in Washington
I have a customer in Washington, and we've identified a show-stopper for the sale. It's a known issue (we have sent it to MBS for other Washington customers). In payroll, the employee pays a contribution to their Worker's Compensation benefits. However, in GP, on the employee contribution side, there is no room for the calculation 2 digits after the decimal. It must be at least 4 digits.
