OU is blocking Exchange attributes

I have a perplexing issue that I am trying to solve. I have one particular OU 
in our AD structure that will not allow a user account to be populated with 
any Exchange attributes. Let me explain a little further. In this OU are 
users that do not have a mail box on our corporate email server, but they 
need their user account enabled with an email address. I can run the wizard 
to mail enable the account, but the user properties do not populate with the 
global settings. Things like the SMTP address, ccMail etc. I can move the 
user to another OU and have no problem enabling email. The big problem is 
there are over 1000 users in this OU and we are trying to find a way around 
doing a manual rebuild of this OU. This all seemed to come about after we 
migrated from Exchange 5.5 to Exchange 2003. We are running Windows 2003 
Server on both the AD controller and Exchange servers. Any hints tips or help 
will be greatly appreciated.

Thanks for the help. It was a permissions issue on this particular OU. Long 
story, but we worked it out.

Exchange 2003 Server
I have got an Exchange 2003 server up and running over this past weekend. My old 2000 Exchange server is still around also. What I am noticing is that when I am on the 2003 server I don't see all the options like I do on the 2000 server. Exchange 2003 not receiving mail
I have installed exchange 2003 on our network and I am receiving mail from about 50% of our customers/vendors. They get no errors back when sending and I see nothing on our servers side to indicate a problem. It always takes about 5 minutes to receive any messages that come through, which isn't a big deal but it seems like that should be faster. We also just moved to a new ISP and have a full T1 connection so the connection shouldn't be a problem. Outlook blocking our own domain

remove exchange 5.5 server without uninstalling
Currently I have exchange 5.5 running along with exchange 2003. The emails are routed from internet to 5.5 and then send over to 2003, and vice versa.
