Exchange 2003 "send as" issue.

Hi,

A client of ours uses SBS 2003 and would like certain users to be able to send "as" other users.  They can "send on behalf" however the email then states "sent by xxxxx on behalf of yyyyyy" which is not what they want.  They want the email to appear as though it has come from another user.  Administrator can achieve this yet no other users can - even when full permission is granted to the mailbox etc.  We have previously been able to do this with SBS 2000 (or full Exchange 2000) yet it appears to be different in 2003.  The error reported is "you do not have permission to send to this recipient" (or similar) but is the same for any recipient.  We have recreated this problem in our Lab and have had no luck either.  Anyone's advice or experience with this issue would be greatly appreciated

Let's clarify something, you're giving "Mailbox enabled User B" "Send 
as" mailbox right on "Mailbox enabled User A" and when User B puts User 
A in the From field, they get this error -- that's odd.

I'd recommend whitepapers on www.microsoft.com/exchange/library for 
understanding the basics of Exchange security.

BUG: Exchange 2003
Microsoft MVP's or super heavy admins please send a URL to a site that you know works for this, pretty please. :) No one so far has come up with a solution that works on this and I just don't think it works. Everyone can "Send As"
Anyone can go to Outlook, pick anyone from the GAL, put it into "From" field of Outlook and send an email. No delegation or anything like that has been configured to allow that. We have a pure Exchange 2003 network. We are running Exchange 2003 on Windows Server 2003. I have a user who needs his assistant to send email as him. We are not interested in 'send on behalf of', only 'send as'. Exchange 2003 "Send as" Right Problem
We upgraded from Exchange 5.5 to 2003 a while back, and eventually got off of 5.5 and went native. We are also on Windows 2003 AD in native mode. Our problem is that anyone in the Domain admins group can send as anyone in the company which was not the case with exchange 5.5. Does anyone knows how to prevent it?
