changes to message size limits

On Exchange 2003, one huge annoying feature is that even when I make
configuration changes, it seems to take so long for them to actually go into
effect. This time it's the message size limits. I tried changing them for an
individual user in AD, even told the RUS to resync. An hour later that still
hadn't taken effect, so we moved on and changed the global default in
Exchange's Message Delivery properties. Another hour later and still no dice.

We had a company-wide default of 15 MB (huge, I thought). I increased my
account to 30 MB in AD, and then on the Message Delivery properties. That was
two hours ago, and I'm still unable to send anything over 15 MB, despite
shutting down Outlook numerous times (thinking it would pick up the new
settings on startup). Even tried rebooting my machine once, but no difference.

Why does it take changes like these so long to enable, and what can I do to
speed things up? Our forest isn't that big, and changes like this shouldn't
require an overnight wait. Can anyone help me, or point me to some
knowledgebase articles that will ease my director's mind? Thanks.

Hello Customer,

Thank you for posting here.

According to your description, I understand that after you change the
"sending message size" or "receiving message size" for account, it will
long time to take effect. If I have misunderstood the problem, please don't
hesitate to let me know.

Based on my research, the information store caches information contained in
the directory store and, by default, it re-reads it every 120 minutes.
Therefore, any change to a directory object (for example, a primary Windows
NT account change) is not reflected in the information store for two hours.

I suggest we try the following steps to make the change take effect
immediately:

1. Run command services.msc on Exchange server

2. Locate on Microsoft Exchange System Attendant service

3. Right click this service, select restart

Then, test this issue.

If the issue persists, please try to restart Exchange server to make the
change take effect immediately.

For more info, please go through the following KB:

http://support.microsoft.com/?id=322679

Changes to primary Windows NT account on mailbox do not take effect
http://support.microsoft.com/?id=179065

Hope these steps will give you some help.

Thanks and have a nice day!

Best regards,
