Subject Manager not available

Has anyone seen a case when one area, in this case Subject 
Manager within Settings, does not appear even though all 
authorizations are met and all other screens and objects  
are available?

What can I look at to fix this?

The Subject Manager is part of the Service module.

Deligate exchange 2003 account managment.
Under 5.5 we were able to setup a administrative support person with the Admin tool and they could update addresses for custom recipients, change room numbers etc. We have upgraded to 2003 and want that functionality back. My 401k switched to SMAs. When I download Money thinks it's the same as the old mutual fund. To keep my records "right" I have to manually change all transactions after download. We can manage users from CRM Web interface, but not from deployment manager. When we try to access the user manager through the deployment manager, we get 'Login failure for user 'NT AUTHORITY\ANONYMOUS LOGON'. (80040e40) Could there be a simple fix for it or should we re-install the whole server ? This can happen if CRM cannot reach an active directory global catalog. I have noticed that when anyone replies to an email message that I have been tracking more times then not it does not come back as being tracked. If I promote it within outlook it will more times then not pick up the token and track it against the opportunity case, etc.. I had it tracking against in the first place. Style available all sheets new or old
I need a custom style that is available in all spreadsheets, new or old. I can set style and save it in book.xlt in xlstart, but that only works for new workbooks, and doesn't work with old spreadsheets when I call them up. I want to be able to select a group of cells, or column or row and apply a setting for negative numbers to have brackets. I am using Excel 2000.
