Rules based calendaring in OL 2003 and/or OL 2007?

Is there a way to employ 'rules based' calendaring in OL 2003 or OL 2007?

Ideally, I could assign an 'anchor date' (such as an Appointment or Task 
called "File Case", date being 7/22/2009) and have other Appointments and/or 
Tasks due on a set period of days/weeks/months before or after the 'anchor 
date' (e.g. "Serve Papers" due 30 days after "File Case"; "Call Client" due 2 
weeks after "File Case"), such that if I change the date of the 'anchor 
date', the dependent dates automagically change their due dates.

(e.g. in the example above, serve papers would be due on 8/21/2009, but if 
the File Case date were changed to 7/29/2009, the 'serve papers' date would 
automagically change to 8/28/2009)

1) Is this possible in OL 2003 and/or OL 2007?

2) If so, how would I do it? (Can it be done easily enough? I'm no VBA 
programmer)

3) Is there a third-party application or add-on to OL that does this?

4) Is there a way to incorporate Excel into this?

We have one mailbox that has different email addresses that point to it. We have within this mailbox folders. Depending on what email address mail was sent to we want rules to move them into the relevent folder. Is it possible in Outlook 2003 to create a rule with either \ or conditions, eg If the message has certain words in the subject line OR if there are certain words in the body of the message? As far as I can see, you can only create conditions linked with AND. Help! Exchange 2003 Disaster Recovery problem!!

I have no Send/Receive options under Tools menu and when Send/Receive icon is clicked, I get "the Operation failed." Same for trying to set up new S/R Groups (when I could get to them). OL 2010 search contact not working correctly
In OL 2007 in the "Search Contact" field I could type in the first few characters of a distribution list, press enter and I would be presented with a list of all contacts that started with the characters I typed. My client was using Publisher 97 to create calendars where the start of the week was Monday instead of Sunday (he called it a 'theatrical calendar'). Migrating SBS 2003 to 2008 Standard R2
I am having some issues migrating SBS2003 to a 2008 Server R2 standard. I have transferred all FSMO roles over to the 2008 Server. As well as, DHCP and DNS. There is no need for me to setup or migrate Exchange settings since my client is no longer using exchange. When I shut off the SBS 2003 Server. AD on the 2008 Server errors out. Rules in Error
I have a number of rules in place to reduce spam by permanently deleting certain messages upon their arrival based on content. But every day the "Rules in Error" window pops up with the message "You don't have appropriate permission to perform this operation" and the applicable rule is deactivated from that point on.
