Rule to Forward Incoming Mail Fails when item is itself a replied-to or forwarded e-mail

Is there a fix or programming activity which will
defeat the apparent Outlook 2003 bug which causes
rules to forward mail to fail when the incoming e-mail
is a forwarded or replied-to e-mail?

Basically there is a set of rules which either discard
an incoming e-mail as spam or file the incoming e-mail
in one folder or another.

Then every incoming e-mail which "survives" the above
collection of rules is to be forwarded to one specific
POP e-mailbox, via the single forwarding rule which comes
into play after the initial set of screen rules.

We have tested the "survival"rules by setting color flags
and 100% of the color flagging is applied as desired.

The only e-mails which do not get forwarded according to
the above system are those e-mails which  have been forwarded
to the user or which are replies to the user.

And you have "stop processing more rules" as an action on each, correct?

Please post the rules themselves and give an example of a message that works 
and one that doesn't.

OWA missing text on reply or forward
Group, We have several users who use OWA for their e-mail and just recently it has stopped showing the body of a forwarded message. It only forwards the message header. And I believe Reply does the same thing. It used to work normally, and I haven't changed anything. rules based on recipient address
We have one mailbox that has different email addresses that point to it. We have within this mailbox folders. Depending on what email address mail was sent to we want rules to move them into the relevent folder. Outlook and/or Exchange shows the name of the account in the 'to' feild so that our rules do not work as they are based on where the email was sent. how can we get over this? IE main is Internet. Hi I would like to use colors to change an email when received from 1 of a group of like 60 people. (All 60 senders I would like to color their email when recieved) I am limited by the number of color rules that I am allowed to put into place. mail merge troubleshooting
I am looking for troubleshooting help in Publisher 2003 mail merge. We are trying to add mailing addresses to a full color 4 page 8 1/2 x 11 booklet. Original booklet file is 13 MG. 300 Addresses are in an Excel file. I have tried 2 different excel files. We got this to work once for 1/2 the list before it quit. Rules in Error
I have a number of rules in place to reduce spam by permanently deleting certain messages upon their arrival based on content. But every day the "Rules in Error" window pops up with the message "You don't have appropriate permission to perform this operation" and the applicable rule is deactivated from that point on. Transfering Messages from Windows Live Mail to Outlook
I have a customer who is using Windows Live Mail (WLM). He has 142 441 files that take 13.3Gb. He keeps on loosing contacts everytime he quits WLM. In addition, He uses the signature feature to preprogram replies to his emails. With WLM when you reply, they all disappear and only the default signature remains.
