In WORD 2007 (and maybe earlier versions) 'paragraph spacing' measurements
sometimes use 'line' as the unit of spacing and sometimes use 'pt'. Can I
force it to always use 'pt'?

It uses pt (or any of the other units that Word knows) when you
specify an Exactly value; it uses lines when you don't, and it
calculates the amount of line spacing (1, 1.5, etc.) on the basis of
the point size of the type in the paragraph.
