I have my automatic updates set to notify-only. I recently selected to 
download SP3. Nothing happened. However it was removed from the list of 
automatic updates. As far as I can tell, it is not downloading and it has 
not reappeared as an option.

To add to the above, I have looked in WindowsUpdate.log and I see a 
repeating error message about "Priority regulated and can NOT download. 
Sequence 2088 vs AcceptRate 0."

Did you post from the computer in question, Kev?

What anti-virus application or security suite is installed and is your 
subscription current?  What anti-spyware applications (other than Defender)? 
What third-party firewall (if any)?

Has a(another) Norton or McAfee application ever been installed on the 
computer (e.g., a free-trial version that came preinstalled when you bought 
it)?

It seems that others have just gone right into answer mode without querying 
for the obvious missing part of the equation - so I have to ask...

I can *assume* you have Windows XP from the subject line inclusion of "XP 
SP3"; but it is merely an assumptions on two fronts.

Front 1) Windows XP.  You could have Office XP and/or some product (Word 
2002, Excel 2002) from the Office XP (2002) product line.

Front 2) SP3.  As I alluded to in Front 1, you may have Office XP and this 
is Service Pack 3 for Office XP.  I have also seen people completely mistake 
what they saw as Service Pack 3 for Windows XP - when it was Service Pack 3 
for some other product/component all together.  Once they quoted the 
Microsoft KB ###### that they referred to - the mystery was gone.

Can you please provide your Operating System, current service pack level 
(exact version would be best), architechture (32-bit or 64-bit), Internet 
Explorer version and a bit more information I will ask for *as* I inform you 
how to obtain it...?

 Start button --> RUN
 (no "RUN"?  Press the "Windows Key" + R on your keyboard)
 --> type in:
   winver
 --> Click OK.

The picture at the top of the window that opens will give you the general
(Operating System name and edition) while the line starting with the word
"version" will give you the rest of the story.  Post _both_ in response
to this message verbatim.  No paraphrasing - instead - ensure
character-for-character copying.  That's the edition (in the top picture)
and the exact version number in detail (the 'version' line.)

What version of Internet Explorer are you currently using?  Easy to find
out.  Open Internet Explorer and while that is in-focus, press and hold
the "ALT" key on your keyboard.  With the "ALT" key still pressed, press
(just once, no holding) the "H" key.  Now, with the "ALT" key still
pressed,  press (just once, no holding) the "A" key.   That will bring up
the "About Internet Explorer" window.  It will give you the exact version
you are using - repeat what you see there in response to this message.

What AntiVirus application are you using?  (Name and exact version, please.)
- Was any flavor of "Norton" products ever installed?
- Was any flavor of "McAfee" products ever installed?

Do you have a third party firewall - or are you using the built-in Windows
firewall?

Do you ever run any antimalware applications?  If so - which ones and when
did you scan with them last (full scan, not quick)?

As others have responded, I could assume perhaps they are continuing a 
conversation of which I am not privy and/or just making their best-guess 
efforts to assist you without the information above and/or just assuming 
that XP SP3 is definitely "Windows XP Service Pack 3" and you have "Windows 
XP SP1a" or greater you are trying to install upon, clean of malware/viruses 
with a fully operational update system and backups ready and waiting in case 
things go wrong. ;-)
