The result code, 800F0825, indicates that there's an issue with 
Component Based Servicing. Specifically
CBS_E_CANNOT_UNINSTALL package cannot be uninstalled

Are you trying to uninstall or install KB955430 ?

Have you tried manually downloading and *saving* KB955430 from the MS 
Download Center and then closing *all* programs and browsers, then 
installing it ?
Since you haven't stated which edition of Vista or what Service Pack 
level it's on, one *must* assume it's Vista RTM:
