You manually downloaded the specific Version of CheckSUR (System Update
Readiness Tool) from the MS Download Center that matches the
architecture of the system (32 or 64 bit), correct ?
Prior to installing it, clean boot the system:
How to troubleshoot a problem by performing a clean boot in Windows
Vista or in Windows 7

That will eliminate any interference from 3rd party software (antivirus,
security suite, firewall ) but will *not* stop malware from interfering
with it's installation.
