I have tried method 1 and method 2 in kb956701 with no success. IE is IE6.
Any body have other ideas?

Hello Boomer,
0x8024D007 WU_E_SETUP_REGISTRATION_FAILED is usually associated with
incomplete downloads and/or Perm issues, or missing files [0x80070002],
or interference by sec software [0x80070005].
Maybe the current version of Windows Update is not installed and registered
correctly.
