Install Platform builder on 64-bit Windows XP

I am getting a new Windows CE build machine. It is a new Core i7 architecture, so we build it with 6 GB of RAM. I would like to run 64-bit Windows XP (we are not allowed to run Windows 7). When we try to install Platform Builder 6.0 we get an error message: "An error occurred installing the package. Windows Installer returned "1601"."

The top of the dialog says: "Windows Installer Installation Wrapper"

I've installed PB 6.0 on a 64-bit Windows 7 with no issues. Has anyone else seen this?
