Can I set up Windows Live as a Newsreader, and if so, how? Thanks in advance.

Did you mean the Windows Live Mail program? If so, yes.
Download it, install, run it, click on the Newsgroups icon.

Column of icons across the bottom below the folders pane. May be changed to
a row by mousing over the blank space just below the "Add e-mail account"
button. From top to bottom (or left to right):

Mail
Calendar
Contacts
Feeds
Newsgroups

When you click on the 'Newsgroups' button, you are switched to newsreader
mode, and the "Add e-mail account" buttton becomes an "Add newsgroup
account" button. Click on that button and set up your news server.
