Why dual sent/deleted/saved folders?

I just got a new Windows 7 computer with Windows Live Mail replacing Outlook 
Express.  There are 2 groups of folders:  one is headed 
pop-server.satx.rr.com; the other is headed Storage Folders.
When I delete or send a message, they send up under the pop-server heading, 
but not under my Storage Folder heading.  The storage folder heading doesn't 
include an Inbox.
As I understand it, everything in the pop-server files is on my ISP's  
servers, and everything in the Storage Folders is on my computer, but not 
theirs.  If that's true, why would I want my Inbox, deleted item, drafts and 
sent items on my ISP's server rather than on my computer?
Assuming that the Storage Folders are on my computer, I want my sent items, 
drafts and deleted items there, and not in the pop-server folders, where they 
now go when I send or delete.
Also, I don't want all my inbox files on their server, but in my computer.  
I'm very ignorant, so please answer fully, and don't assume that I know 
anything more about Live Mail than I've told you above.

Everything you see in WLM is on your computer's hard drive.

For an IMAP or HTTP mail server, the WLM account folders mirror whatever 
is on the mail server.  What you do to one affects the other.  If you 
move or delete a message in WLM it will get moved or deleted on the 
server.

For a POP3 account, the messages may or may not still be on the server. 
Depends on your settings at Tools (ALT+T), Accounts, Mail, Properties, 
Advanced.  The default setting for WLM is to leave a copy on the server. 
Generally only messages in the Server Inbox can be downloaded 
(controlled by the server) and moving and deleting messages in WLM has 
no effect on the server (other than what the Advanced options says).

The Storage Folders are only on your PC.  The Sent Items and Drafts 
folder there are shared by all news accounts that you have.  The Deleted 
Items folder there is used for any messages deleted from a storage 
folder.

There are several reasons why you MIGHT want to leave copy of messages 
on your POP3 server
 - You are using multiple PCs or mail programs to access a single mail 
account
 - As a backup incase your PC crashes, is destroyed, etc.
 - To view old messages while traveling, using a friends PC, Internet 
caf�, etc.

Everything in the "pop-server" files is on your computer. Some people set up
multiple POP3 accounts, and Windows Live Mail creates a separate account
folder structure for each POP3 account. All files in those folders are
stored locally.

Everything in the "Storage folders" is also on your computer. The "Drafts",
"Sent items", and "Deleted items" are connected to any news service (NNTP
service) accounts you have set up (if any). These are independent of any
email accounts you have set up.

Since this is a POP3 account, the only folder in the local view that is
connected with your mail server is the Inbox. All other account folders
showing are local only, and nothing in those folders resides on the POP3
server.

Review Michael Santovec's description of how WLMail interacts with POP3
servers. It is somewhat different than most POP3 clients, in that the
default is reverse of the usual, which is to delete email from the server
after download.
