I have several MSN mail accounts set up via HTTP server, but the ability to
receive mail has become very sporadic, almost to the point of non-existent.
(This is a recent issue.)

I finally set up one of those accounts through the POP3 protocol and have no
problem receiving Inbox messages. But I would prefer to be able to access
all my folders for each account through WLM.
I am on a slow connection and realize, only too well, time-outs, but in the
past, if this problem occurred, a reboot usually solved the problem.
I appreciate any advice or suggestions.

I would like to confirm my steps. I am using Microsoft Security Essentials.
I went to Settings > Excluded files & locations and entered in C:\Program
Files\Windows Live\Mail. Was this the correct procedure?
Although I must say, just now, as I was typing this very message, I just got
notification. Incoming mail has just rocketed in!

No, MSE doesn't even have a mail scanning option. Microsoft
got that one right.
Individual experiences may vary, but I have often found Hotmail
servers to be less reliable than the competition.

No...
MSE does not have an email scanning engine(in or out).
Undo the exclusion..all that does is stop MSE from scanning the WLM executable(probably not a high risk for infection) but
unnecessary.
Excluding wlmail.exe was not the cause of your problem...
We've seen that error or symptom in the past with synchronizing a Hotmail account and also quite some time ago with Windows Update.
I've had up to 11 different Hotmail accounts setup in WLM since the beta days and have only seen that message on a rare
occurrence...the last time I looked over and noticed my modems online light was flickering...after a reset and ip address renew all
was well. It probably would have resolved itself on its own without my efforts..
I.e..something else beside MSE or not excluding wlmail.exe is the cause.

I undid it.
I'll admit I really couldn't find a setting to stop e-mail scanning, that's
why I wanted to confirm the steps I did take.
It was just funny how when I did exclude WL/mail, my Inbox immediately
filled right up with missing mail. So I'll see if I continue to receive mail
on a regular basis. If not, I may be tempted to try the exclusion again --
not that I like playing with viral or infectious danger.

An AV that is configured to scan emails looks at the email files when sent or received. That process doesn't look at wlmail.exe, it
was scanned by the AV engine when it was opened not later.
And likewise performing a send/receive in WLM doesn't scan wlmail.exe(again its already open).
The issue with AV scanning emails(not the wlmail.exe when opened) is the delay(interference) it creates and may interrupt the
handshake necessary to accomplish a the send/receive process inevitably causing a connectivity error(your error appears to be that
type).
Not all AV clients have the option once installed to disable email scanning, some only provide that option during the program
install necessitating the user to remove and reinstall the program or choose another AV client.
Microsoft's offering (Microsoft Security Essentials usually referenced as MSE) does not have an email scanning engine. On this pc,
my AV choice(NOD32) does and it is configured to not scan incoming/outgoing mail for both of my email clients(WLM and Office
Outlook 2007).
