I have a number of Storage folders and many subfolders. When I try to drag a
message to one of the storage folders, the folders almost instantly expands
to show all their subfolders as soon as I mouse over them. This results in a
huge cascade of folders I have to navigate around not to mention eventually
close. Is there anyway to slow down the speed with which the folders expand?

No...speed of display is not an option.
You can right click the message and use the copy or move function on the context menu
