cannot send or forward in windows 7

using windows live mail with hotmail
on one computer (vista) works fine send & recieve
on my laptop (windows 7) on wireless network cannot send or forward  
recieves fine 

i am logged in to both locations

When you put everything into one long run-on sentence like that
it makes it difficult to understand.
Back when I went to school, we had to use punctuation, capitalize the
first word in a sentence, etc. It's not just for show, it helps with proper
communication.

I apologize for my ignorance. I am a novice at the discusion group protocol. 
The exact message I get when trying to forward or send  is " The message 
could not be sent. An error has occurred "  I was hoping that someone could 
lead me in the direction of the problem. everything appears to be the same on 
both my computers except the OS.

That type of error can be caused by interference from an antivirus
program. Which antivirus are you running? As a minimum,
email scanning in the antivirus should be turned off, although that may
not be sufficient to eliminate all bad effects. In a worst case scenario,
your antivirus may need to be uninstalled/reinstalled or replaced.

Email scanning in any antivirus should be disabled, for reasons
explained here:

The WLM development team SHOULD be able to FIX this bug in WLM.

I run email scanning in Windows 7 Ultimate and NO ill effects are 
experienced in WLM.

Why can't the developers design WLM so that people using XP, Vista and 
lesser versions of Win 7 have the SAME advantages?

You are a sample size of one. You can't make generalizations based
just on your personal experience.

The basic problem is the intrusive mechanism used by the antivirus.
The version of Windows is immaterial.

Norton security products are among the top troublemakers for
email programs.  First, be sure to disable its email scanning, for the
reason explained here:
http://thundercloud.net/infoave/tutorials/email-scanning/index.htm

Also, since Norton corrupted that account, there may be no improvement
until you delete the account, restart Windows Live Mail, then recreate the
account. Caution: Windows Live Mail deletes all folders and emails
associated with the account when you remove the account.

Disabling Norton's email scanning is sometimes insufficient. If so,

same error message.
