Cannot send emails but can receive - hlep!

Hi!  I am new to live mail and for the first week or so emails worked fine.  
Now I cannot send emails but can receive them.  It is a talktalk account and 
using Windows 7. When I send an email it stays in outbox and it attempts to 
send but the green bar does not progress and then I get status changed to 
failed.  I have tried shutting down and restarting etc but to no avail.  
There are no attachments in the emails waiting to be sent. I have checked my 
server requires authentication.  It worked fine until a few days ago!  Can 
anyone help please???

Karen

What happens if you disable your Anti Virus from scanning your emails. To disable it 
correctly you need to uninstall it (AV) and then re-install it without the email 
integration(scanning) option.

What exactly does "status changed to failed" look like?
Do you get an error message when you try to send? If so,=20
right-click on your error message, copy, then paste it into a reply =
here.
We can't do much troubleshooting without the complete error message.=20

The error is as below. I now cannot receive emails either!
The same is for my husbands account - it tries to send/receive but then 
comes up as failed with timeout error.

A time-out occurred while communicating with the server.

Hi, I get the same exact message. I also cannot send out  e-mails. Did you 
get your problem fixed and if so how did you do it?

Are you connected to the Internet via talktalk.net?  If not, that may be 
your issue.

0x800CCC19 is a timeout.

Many ISPs block access to other SMTP mail servers while connected via 
them.  (They block TCP/IP port 25 except to their own SMTP mail server.) 
Some of these ISPs will make exceptions if you present a compelling 
reason to do this.  The error messages may indicate network is 
unreachable, access denied, or timeout errors.  Another workaround for 
this is to use the SMTP mail server of the service that you connect via, 
but leave your other settings the same.  In some cases you can use Port 
587 or 465 rather than port 25 (specify in OE/WLM at Tools, Accounts, 
Mail, Properties, Advanced).  Your ISP is more likely to allow this 
port.  The SMTP mail server has to support this port.  SMTP 
Authentication will likely be required.  In OE/WLM this is specified in 
Tools, Accounts, Mail, Properties, Servers, Outgoing Mail Server, My 
Server Requires Authentication.

Hi
No - problem not fixed yet!  I have searched loads of stuff on internet but 
can't find anything to help.  I can access my emails from talktalks webmail 
but would rather have live mail sorted!

You only supplied a copy of your send error, so I can't comment on=20
your receive issue.

When you get that send error message, is your computer getting its=20
Internet connection from TalkTalk?

I tried using both ports as suggested for out going mail servers but I still 
cannot send and receive emails!  I am connected using talktalk.  The window 
says 'downloading message 1' but then does not progress before the timeout 
occurs.  I have listed the error messages below:

Some possible causes of problems downloading mail messages:

- You may have a very large message to download, or one that is causing 
problems for your mail program.  Your mail service may offer a web 
interface that would allow you to delete the problem message or move it 
to another folder.

- The POP3 mail server is having problems.

- Anti-virus program scanning e-mail as it downloads or anti-spam 
program.  Increasing the Server Timeout at Tools, Accounts, Mail, 
Properties, Advanced might help.  Or you may need to disable the 
anti-virus or anti-spam software from scanning e-mail.

As long as your anti-virus software is set to scan files as they are 
opened, scanning e-mail as it downloads or sends is unnecessary and 
prone to problems.

With some anti-virus (and anti-spam) programs, simply disabling the 
e-mail scanning function doesn't really disable it.  It simply tells the 
program not to flag any messages.  It still processes all the messages 
and may still cause send/receive failures.  What you may need to do is 
uninstall the anti-virus program, then reinstall it using a custom 
install option and unselect the e-mail scanning component for 
installation.

Check your antivirus. I have just found that the new Norton Security Suite 
offered free by Comcast was blocking one of my email accounts while using 
Windows Live: as soon as I disabled Email Scan, the messages came through and 
the error stopped. I'm trying to figure out how to configure it to allow 
messages for that account to come through.

Email scanning in any antivirus should be disabled, for reasons
explained here:

The email scanning function is included in the AV product because all=20
the competitors include it, and it makes for another bullet on the shiny =

box for non-savvy buyers.

Even Symantec (Norton), the originator of the email scanning concept
admits that it is redundant and unnecessary:

ALL:
Shutting off the anti-virus e-mail scanning is the apparent easiest placebo 
offered for this problem by those trying to be helpful.

I am running Windows 7 (latest version/update) Home Premium, WLM 2009 
(latest and greatest (?)), on an eMachine ET1331G-05W (4gb Ram, 1.6Ghz 
dual-core processor, 750 gb harddrive). I am using Open Office 3.2 as default 
e-mail and word processor. I have been trying to send two word-type e-mails 
for 3 days now and it performs exactly as Karen and Gwen stated. I send the 
e-mail and it starts the process but only gets to about 25-30% completed in 
the send cycle and obviously stops and then the timeout occurs some 20-30 
seconds later. I have re-written the documents in Word format, no change. I 
have re-inserted all the e-mail addressees, no change. I have deleted and 
started all over again, no change. 

Here is my error message:

Subject 'WY - Who's at the helm?'
Server: 'mail.bresnan.net'
Windows Live Mail Error ID: 0x800CCC19
Protocol: SMTP
Port: 25
Secure(SSL): No 

I contacted Bresnan.net tech support and inquired if they were blocking Port 
25 to reduce spam as other ISPs are doing, "NO!" In fact, Bresnan uses Port 
25 exclusively for send functions. I went thru the entire setup with their 
techie and he said that all my setup settings were correct. He said Microsoft 
has a problem.

I have contacted eMachines technical support and was told that they had 
received several complaints about this and that it was a Microsoft/Windows 
Live Mail synchronization problem! (Whatever that is?) 

I have tried to load Mozilla Thunderbird and Google's Gmail and to no avail. 
Neither will load and import either messages, address books, or folders.  

Something is obviously not right with this program and needs to be corrected 
right away! Incompatibilities between Windows 7 and Windows Live Mail.

OBTW: It doesn't make any difference if I log in to Windows Live or not, it 
still doesn't work.

Many people use anti-virus scanning of e-mail as it downloads or sends 
without problem.  But some people do have problems.  Some may have used 
the scanning for years without issue and it suddenly or intermittently 
causes problems.  Since it provides no additional security over scanning 
as files are opened and since it sometimes does cause problems, 
disabling that feature is the wise thing to do.

Port 25 blocking is only an issue if your are trying to use a SMTP 
server OTHER than the one of the Internet Service Provider that you are 
currently connected via.  IF connected to the Internet via bresnan.net 
when trying to send via 'mail.bresnan.net', port 25 blocking is not your 
problem.

However, if you are currently connected to the Internet via any other 
service, you will not be able to use 'mail.bresnan.net' to send.

A lot of people use WLM on Win7 without any problems.  I'm one of them.

Some people do have problems.  Most of the ones I've dealt with had 
their account settings wrong.  Once corrected, the problem went away.

For some it was an issue of trying to use an SMTP mail server that they 
were not authorized to use.

Some have found that once they disable the e-mail scanning of their 
anti-virus, there problems magically disappeared.

If you continue to have problems, you might want to record an SMTP log. 
To enable logging in Windows Live Mail select Tools (ALT+T), Options, 
Advanced, Maintenance, Troubleshooting.  Check the box to enable and 
click APPLY.  Run the Send/Receive/Synch, then click the box to uncheck 
and APPLY.

POP3 enables both POP3 and SMTP logging.

The logging information will be appended to WindowsLiveMail.log in the 
same location as the WLM Store Folder (click the STORE FOLDER button 
above Troubleshooting to see its location).

The WindowsLiveMail.log can grow to be very large.  You may want to 
rename (or delete) the current log file before starting logging in order 
to get a more manageable file size.  WLM will automatically create a new 
log file when needed if one doesn't exist.

Karen,

There is a space after .com. When you go into account properties click after 
the .com and backspace until you are at the m in com. Then hit apply. I had 
the same problem and this fixed it. Good luck.
