Cannot send email, I can receive with no problem.

My email is from Aliant..the settings  have not changed, everything was fine 
until this morning, now I cannot send email from Windows Live Mail.  Here is 
the error I get:
An unknown error has occurred.

Subject 'ttest'
Server Error: 421
Server Response: 421 Cannot connect to SMTP server 4.59.182.110 
(4.59.182.110:25), connect error 10060
Server: 'smtp.bellaliant.net'
Windows Live Mail Error ID: 0x800CCC67
Protocol: SMTP
Port: 25
Secure(SSL): No

I have researched and cannot find a reason for the change.  Any help would 
be greatly appreciated

Has your ISP begun blocking outbound port 25? Many ISPs now block access to
outbound port 25 except for their own servers.

You apparently are not connecting to the Internet via bellaliant.net

You will not be able to use their SMTP server unless you do.

I had no problem connecting to that mail server.
Make sure you have send authentication enabled.
Go to Tools, Accounts, select that account, Properties, Servers.
Enable the "My server requires authentication" option.

It's not a port 25 block.
The OP is getting his connectivity and mail service from the same provider.

According to Aliant I am connecting...and all my settings are good, I can 
send mail in webmail, just not in Windows Live

For one thing, with a port 25 block you don't even get an error message from the server.
Windows Mail would simply say, the connection to the server has failed.

If Pop3, backup your messages to a user created folder(s) in the Storage =
folders, remove the account, close WLM, open WLM, recreate=20
the account with the proper settings.  Ensure you are connecting to =
Aliant on their provided modem(or dialup) when using a cable or=20
wifi.

Agreed, but my question was how do you know the OP is using the same
provider for mail as well as connectivity? Nothing in their post

Well, the OP's IP address (174.116.75.91) belongs to rogers.com cable... I can't tell whether in these incestuous times that's part of some Bell empire like Aliant. Of course, we don't know that this IP address is the one he's using when failing to send using his Aliant account, but he hasn't told us that it's not.

You're right, I was jumping to conclusions. Somehow I could not picture him

That would be a problem with being on a different IP network. Back in 2001,
when I signed up with "Pacific Bell DSL" (they had already been bought by
SBC, but not yet assimilated), I could send through 'mail.pacbell.net' only
when connected through the SBC IP network, but not from the Comcast IP
network. The network offering your email service needs to configure their
server for "off network" connection, or you won't be successful at using
their servers. SBC, in the course of the years, changed 'mail.pacbell.net'
so that it can be access through port 587 (in case the other network blocks
port 25), and requiring authentication (mail user's name+password). Unless
BellAliant <sp?> does the same, you won't succeed in sending through their
mail servers from an off network connection.

OK, that makes sense (to those of us familiar with older mail server practices).
Bell Aliant is one of those stodgy old carriers that won't allow their SMTP server
to be used from a different network.

The format of the error

Server Response: 421 Cannot connect to SMTP server 4.59.182.110 
(4.59.182.110:25), connect error 10060

suggests that it's actually coming from his anti-virus program.  The 
real SMTP server wouldn't say that it can't connect to itself on port 
25.

And the 10060 socket error would suggest port 25 blocking.

If he is indeed connecting through the SMTP server's ISP, then the 
anti-virus is a likely culprit.

In general, you need to use the SMTP server for whatever network
you're on. If I take my laptop to your house, and you have a different
ISP (which I guarantee you do since you're in Canada), I won't be able
to use yoru SMTP server.
