Create or Extend Web Application - HTTP 403

hi,
We are using sharpoint service and Sql server 2005 on single server.
When i'm login to central Administration page and try create a new or extend 
an existing web application it gives me error HTTP 403.

need help,,,

Too little info. Please post the complete error.

Check disableloopbackcheck on the server registry.
Check ISIAPI filter in IIS.
