If I take the Publisher 2003 program and save the website into html and 
import it into a program called "html editor" to fix all the code up and 
then  save it to html and then import it into EW; will this work and be 
converted properly?

As was said the last time you asked this question, no...the code is too 
different. You should start over if you want to use EW.
