Can't send email

I have not been able to send email since 12/3 in windows mail.

I get this message
An unknown error has occurred. Subject 'test', Account: 'mail.htc.net (1)', 
Server: 'mailout.htc.net', Protocol: SMTP, Server Response: '550 Barracuda 
Central, Listed in barracudacentral.org', Port: 25, Secure(SSL): No, Server 
Error: 550, Error Number: 0x800CCC69

I have deleted and reset up the account through my server and still did not 
fix the problem.

Any ideas?

What does this have to do with Publisher?

Sounds like a password problem...and definitely has nothing to do with 
Publisher.
