I am using windows 2000 sp4 and Outlook 2003. The MS site seems to indicate
that I can use outlook connector with this combination. However when I try
to install the outlook connector I get an error message saying that windows
XP is necessary to install outlook connector. What am I doing wrong?

I don't think you are doing anything wrong because Microsoft's website is 
not clearer about Operating System  The system requirements for Outlook 
Connector is at this link:

Perhaps you do need Windows XP because Windows 2000 is not officially 
supported by Microsoft.
