Forward as attachment the operation fails

When I click "Forward as Attachment" from within an email, I get a pop-up 
saying the Operation Failed. If I open a new email and drag and drop an email 
on to it, I can then send it as an attachment. We are using Outlook 2007 with 
Exchange 2007 CCR SP2.
