OneNote 2007 - I've always been able to send Outlook contacts, meeting notes 
and emails into OneNote 2007 - also IE Explorer 8 into OneNote 2007.

Recently - each of these is only importing headers into OneNote 2007.  None 
of the data from the linked items comes through. 

How do i control settings to import the full information into OneNote again?

You might try doing a repair of Office.
