If I buy Office 2010 Pro Plus volume licenses can I install Office 2003
Pro Plus with them or only Office 2007 Pro Plus? Got a link to
Microsoft page explaining downgrade rights?

Thank you, I had not found the most recent version of that document. So
the answer is "yes":
"Downgrade rights in the Volume Licensing programs provide customers
with the right to downgrade to any prior version of the same product."
