IE7 open and very quick closed

Does anyone know what's the problem of when I open IE7 with blank page, but 
it will quick automaticly close without any error message. Even I uninstall 
to IE6 and reinstall it which the problem still exist. Do anyone has a fix 
suggest ? Thanks

Assuming WinXP SP2 or SP3...

Internet Explorer 7 exits immediately when you start it in Windows XP or in 
Windows Server 2003:
