Does Project Accounting have a utility or tool to archive old projects? Or,
is there a procedure to remove old projects and related data?

There is not an archiving tool. You can certainly delete them by going to
utilities.
Microsoft Dynamics GP menu > Tools > Utilities > Project > Mass Contract
Delete. This will delete closed contracts but not specifically projects.
You can also remove cost history via Microsoft Dynamics GP menu > Tools >
Utilities > Project > Remove Cost History.
You will get a report for each utility that you would print to paper or file
for historical purposes.
