working with a client setting up Payroll module.  Getting this message when 
linking an employee to a position.

This Position Pay Code and Link doesn't exist

Any suggestions on how to get around this?

Do they have HR installed? Go to Tools >> Setup >> System >> HR Preferences 
and mark the option to Ignore Position/Pay Code Links.
