Is there a tapi dialer for mscrm or way to dial out from mscrm into a tapi
compliant ip phone system?

Yes, AMC offers an Interaction Assistant for MSCRM, which gives you many 
TAPI controls (answer, make call, hold/unhold, transfer, conference, etc.) 
from within MSCRM.  Check out
