do not have sufficient security privileges ?

I have setup the demo CRM company (Adventure Cycle Sales), and I am logged in as the Administrator. When I try to add a new user, I get the message that I do not have sufficient security privileges to use the “Add user Wizard”. What am I doing wrong ? I have checked to make sure that I am the administrator, but still no luck. Any Ideas?

Have you assigned the admin a CRM User license?
