Can't add users, they aren't in the list, HELP

Our network is made up of 2 NT 2000 Domains, several hundred users in
each.
The Add user wizard in the Deployment manager doesn't show me all the
users I'm interested in adding, I only get about 50 from the domain I
want to use, the 2nd one

Curiously the 1st domain has about 250 users in it. It's an older
domain and I haven't checked, but it feels like every person is in it.

I've checked, and it doesn't seem to be based on group membership. The
people who aren't in the list of possible new users aren't missing
from any of the groups which people who are in the list belong to.

Any ideas? Any way to add users manually? I've checked the SQL tables
and it doesn't look too complicated, but there a few guid's I don't
want to try to fake.
Suggestions?

I was able to add the user via the web site, without any trouble.
Still interested in knowing why it wasn unable to fully enumerate
the domain
