How to change an access database from read-only?

I need simply answers, I have checked the searches, but can't find the answer 
I need.  In properties, read only is grayed out.  How do I modify this 
database to make changes??

1. Is this database on a CDROM?

2. If not, do you have write privileges on the folder containing it?

Is this database an .mdb file or an .mde file?  The former is updateable, 
the latter is not.
