Package & Deployment Wizard
I don't find the Package & Deployment Wizard under the Addins Manager in
Access 2007 VBE. Any idea where to find the same and downloaded for
distribution of MS-OFFICE utilities and addins?

If re-installing the developer extensions does not work, then ms-access
likely disabled the add-in due to some startup failure (and, you likely just
clicked ok on some dialog that informed you as such).
So, you need to re-enable this add-in...
just go access (office button)-->access options. On the left side choose
add-ins, and then I think it on the bottom part com add-ins. Launch
that..and re-check the developer/package application.
I recall that even re-installing the developer extensions will NOT re-enable
the add-in if it been disabled, so, you have to re-enable it even after
re-installing it..
