Default "File Origin" is wrong (Japanese) - how do I change the the default?

Hi


If I save a spreadsheet to "tab delimited text" format and thne re-open
it, always defaults the "file origin" to be
"932:Japanese (Shift-JIS)" instead of "1252:Western European
(Windows)"!

How do I get my MS Excel to default to the correct thing?!
