Task Create - Status - Workflow 3.0

I'm trying to make a simple task, when a user owner is assigned a task in 
CRM, it receives an email letting it know it has one. I have the following 
below, but it is not generating one when i assign one manually in the CRM. 
What to do?

I've tried both the following:

When task is created
E-Mail to:[owner];Subject test

As well as:

When task is created
if
   Task activity status = Open
then
   E-Mail to:[owner];Subject test


I've checked the mailserver many times over, and I can send emails manually 
from the CRM so you can rule that out

Hi Frank,

Yes it is activated, how do i manually activate the rule? I also ran the CRM 
diagnotistc and everything turned up fine. I'm running out of ideas why it 
isn't working. :(

The trick is dat the administrator account should not be in restricted
Mode.

Concatenate Tasks With Summary Tasks in Reports
I think I have found in other posts but I want to ask directly just in case someone else has other info... Can MSP concatenate each task in a report with its summary tasks? Updating tasks with VBA script
I've built a scheduling tool which uses Access to create the tasks. Once the tasks are generated, they're sent to Outlook. My problem is the tasks are grouped in categories and if a due date is changed it needs to move all the following tasks by x number of days. Completed Tasks in Task View
